1. NodeIdToLabelsProto can be removed?
2. NodeIdToLabelsInfoProto could be added to TestPBImplRecords?
3. In TestClientRMService, could you check if the new getter-api-with-NodeLabel
actually works, you can set node label with different exclusivity to
NodeLabelsManager, and verify in TestClientRMService.
