The patch attached here:
# adds two threshold configs - one for allocation and one for preemption. These
are the defaults. We can add per-resource configs in the future.
# adds protobufs etc. to capture the per-resource thresholds and sends the
over-allocation thresholds to the RM
Will update the design doc on the parent JIRA to discuss the preemption config
and its use.
