Few questions:
IIUC, this patch wants NM to tells RM about if it can be over subscripted,
correct? Since NM already reports utilization to RM, do you think is it make
sense to let RM make the over-subscription decision?
And what's the "threshold" means in ResourceThresholds? Does it means "can be
oversubscript when utilization less than the threshold" or "this is max
resources could be over-subscripted".
