CADRES IN ARMS FOR THE DEMOCRATICALLY ELECTED REPUBLIC OF SOUTH AFRICA, I WOULD 
LIKE TO EMPHASISE GREATELY ON THE DEBATE OF WHERE OUR COUNTRY IS HEADING TO, IN 
TERMS OF SOCIAL & ECONOMICAL DEVELOPMENT FOR THE MASSES AT LARGE. WE CAN NOT 
DENY THE FACT THAT WE AS POLITICIANS OR POLITICALLY MINDED PEOPLE WE ARE 
FAILING THE PEOPLE AT GRASS ROOT LEVEL. TAKE FOR INSTANCE THE CHILD LIVING IN A 
SHACK WITH GRANDPARENTS SUPPORTING HER/HIM. WHERE DOES DEMOCRACY COME TO 
EFFECTIVENESS IN THIS SITUATION WHEN WE ARE BUSY FIGHTING AMONGST EACH OTHER 
FOR POSITIONS AND HIERACHIES!!!!! SOUTH AFRICANS WAKE UP FROM YOUR SLAMBER CUZ 
THIS WORLD IS NOT FOR THE WEAK, MANIPULATIVE AND EGOLISTIC CABALS OF THIS WORLD 
CUZ PRESIDENT BARACK PROVED. ALL THAT SOUTH AFRICA NEEDS IS THAT THE RULING 
PARTY ANC HAS TO MAKE ITS DECISIONS ALONE WITHOUT THE ADVISE AND ASSITANCE OF 
THE ALLIANCE. PEOPLE THINK ANC IS THE TRI-ALLIANCE OF WHICH IT IS THE OPPOSITE 
CUZ WE FORMULATED THE TRADE UNIONS TO FIGHT THE REGIME OF APARTHEID WITHIN 
SOUTH AFRICA PRE 1994. TO THE DISSENTS ALL I CAN SAY IS, "YOU WERE COWARDS TO 
SPEAK AND REPRESENT WHAT IS THE TRUTH CUZ  YOU KNEW THE TRUTH!!!!" ALIATA

Dear CRG; Community reps both the executive & non executives.

Please, every time I come to a meeting in Meadowlands, there seems to be a 
problem with safety as there are no “Security Personel” employed directly or 
sub-contracted to ensure the safety of persons and property.

A proposal was made by a community representative of our community that CRG-SA 
be requested to first hold a workshop on “Meeting Procedure” for all ACER 
members. This was not taken seriously by the ACER Executive and is part of 
“Business of ACER” which had to be voted on.
We come from different backgrounds and some of us have not had the same 
education or exposure as others. If this does not happen then we will have to 
ask the DME to intervene on this matter.

If we ACER Members are truly on the committee not for personal gain, but to 
represent the interest of our communities, namely the poorest of the poor, then 
our meetings should also have areas where members of the public and the media 
may listen to proceedings as does Parliament which is the highest Elected 
Community Representatives of South Africa.

At one meeting in Meadowlands a remark was address to me that we are all ANC 
members and know what to do, well not all of us has been on an ANC Executive so 
I look to the ANC Branch Manual for direction and this is what it states:
1.                  The Executive is the branch/community management and it is 
here that all the administrative reports, financial reports, and assessments of 
programmes should take place. End all Executive meetings by planning the next 
branch/community meeting and discussing agenda items, speakers and what reports 
will be presented;
2.                  The Constitution spells out the role, powers and 
responsibilities of executive members. Executive members should take their 
responsibilities seriously and should be called to account if they fail to 
fulfill their ask, they are elected at the bi-annual general meeting by the 
branch/community;
3.                  The Executive has to work as a collective. There should be 
frank and open discussion and collective decision-making about all major 
issues. Leaders are elected because members/communities trust them to lead the 
way. A leader in the army will need different qualities from a leader of a 
community organisation;
4.                  Executive members should not: get involved in factions and 
conflicts; make false promises or tell lies; take support for granted; 
discourage any member/community who wants to work on something;
5.                  The chair’s role in the meeting is not just to organize the 
order of speakers. The chair must try and facilitate good, democratic decision 
making and a clear process, by example saying that there are now 2 positions on 
the floor and outlining them and reminding people that they have to reach a 
decision. Do not cut people short simply because you disagree with what they 
are saying, let them have there say. Never humiliate or undermined someone in 
public;
6.                  As a branch/community chair you have to behave like a very 
good soccer coach not like a bad boss or military commander. It is your job to 
get the whole branch/community team to play together to develop their 
individual talent;
7.                  The Secretary is responsible for taking/disseminating 
minutes, for communicating with the branch/community and convening meetings and 
making sure that everyone is judicially informed of the date, time and venue 
and the issues on the agenda. The Secretary has to ensure that task are done 
and assist people failing to do their work.
