I'll assume that you're referring to the branch secretary, not SG! 

On issues of meetings; the secretary must identify issues for
discussion, and that must be discussed with the branch chairperson
before the date of the meeting, and they must agree. Bringing everything
for the attention of the BEC might not be necessary because there are
issues that are administrative. So the office of the secretary and that
of the chairperson must sit down and pursue such. On venues, yes the
secretary can do that or any member of the BEC, is not exactly the duty
of one individual. 
On the BGM, yes the whole BEC must sit before and discuss reports and
adopt of course. You'll then have a report/s to be presented to your BGM
as the Branch Executive Committee, but the chairperson will have his
political report
