It is better to have a constant venue and time, and a schedule of meeting dates for the whole year.
Even so, it is a practical necessity to send out notices inviting comrades to the meetings, and then reminders, by all available means including e-mail, telephone and SMS. If your branch can have a blog and a Google Group, these will help for communication, and will also ensure that the schedule is accessible all the time, on the Internet. It is good to have a branch hard-copy flyer with the BGM and BEC meeting dates and the contact details of the BEC members on it. Such a flyer can be given to all branch members and then to new branch members as time goes on. Decisions taken should be communicated to members as soon as possible, and not left to be reported at the next meeting. If you do the latter, then decisions of a meeting will not be acted on until after the following meeting, which cannot be right.
