On a high level. The secretary's offices is responsible for organisational 
work, while the office of the chair does political work. The secretary has an 
internal focus, while chair has outward focus. In corporate world the 
Secretary's office would be the GM of operations while the Chair would be an 
executive chairman. Meaning the secretary has an inward looking role and 
ensures that branch is able to execute is constitutional responsibilities. Viz. 
BEC meetings, BGMs, has and sticks to its POA and all members are recorded and 
inducted. In a nut shell, the secretaries must ensure that the branch remains 
in good standing. 

The chairperson is to provide strategic political leadership. She must be able 
to study and properly articulate the branches view in any and all forums. Inc. 
Zonal, regional and alliance meetings. Internally the chair must assist in 
marrying the political challenges with an organisational response with the 
secretary.

My understanding is that the SG would much deal with the administrative
functions e.g membership management,correspondence,calling BEC
meetings,arranging venue which ofcourse would be in between BEC meetings or
General meetings.Unless the General meeting\BEC sitting decides otherwise SG
still his/her discretion to deploy delagates,Decide Venue,time and all
logistics.
Issue of consultation ,My take is that consultation does not means a meeting
between the chairoperson and secretary  but means to keep the Head which is
chairperson in the loop of what is happening though ANC is not quite clear
about this which in most  results in either Chair controlling the branch or
the serious dissagreement with the secretary.Different branches works
differently but in a situation where there is advance comrades that is whre
you encounter procedural problems and unfotunately the Political induction
in most cases does not include this core chapter.
Some branches if not all of them have no guidelines in terms of verification
of credentials,copy of membership some accept but some just work without.

But i'm against the issue of everytime things be discussed in BEC whereas
you have got officials to do the job.Remember the concept of Democratic
Centralism-Democracy in discussion and centralism in carryout the views of
majority balance between the two is quite important we must avoid too much
democracy and as well as too much centralism.
