Dispatch *'E Cape ANC sowing division among youth' * *Mayibongwe Maqhina and Sabelo Skiti, Dispatch, East London, 24 August 2010*THE Eastern Cape ANC Youth League (ANCYL) wants the provincial structure of its mother body disbanded, claiming that it is sowing divisions within the ranks of the youth movement.
The provincial ANC immediately hit back, saying such a decision by the youth league was out of bounds.
This emerged in one of the resolutions taken by the provincial congress held at the weekend in Grahamstown, where new leadership was elected.
"The role played by the ANC towards the provincial ANCYL congresses was factional. The ANCYL conference has passed a vote of no confidence in the provincial ANC leadership," newly elected provincial secretary Mziwonke Ndamase said yesterday.
Reacting to the news, the ANC provincial secretary's Oscar Mabuyane said: "It's quite shocking that a conference of the ANC Youth League can take such resolutions. Such resolutions are beyond their parameters."
Ndamase said the provincial ANC leadership had shown their support for one of the groupings when the youth body had differences over the convening of its congress.
In one of the failed attempts to convene, the youth body ended up holding two gatherings -- in Port Elizabeth and East London -- but neither group obtained a quorum to proceed with a provincial congress. According to Ndamase, the ANC provincial leadership, led by Phumulo Masualle, had addressed an "illegal" meeting convened by former chairperson Mlibo Qoboshiyana.
"If there are two gatherings, the ANC was not supposed to go to either of the two." He also said by addressing the "illegal" gathering the provincial ANC was "part of factional tendencies".
He said Qoboshiyana, who is ANC spokesperson, and Mabuyane, the former ANCYL deputy chairperson, should have been in the saga.
Ndamase said the newly elected leadership would now lobby their national counterparts to pursue their call to disband the ANC's national executive committee.
On accusations that he and Qoboshiyana were factional, Mabuyane said he was shocked that they were so powerful.
"I thought Mlibo and I are on a learning curve and could not influence the ANC that much. I don't really think it's an issue. The PEC adopted a programme of unity ... when we took over we extended an olive branch to those who shared our perspective and those who did not."
Mabuyane also congratulated the new leadership and said they looked forward to working with the ANCYL. Qoboshiyana could not be reached for comment.
Meanwhile, the provincial SACP said it had noted the outburst and unnecessary attacks on its general secretary Blade Nzimande by the league's president, Julius Malema.
"We have taken a view that we will not respond to comrade Julius in line with our decision to desist from public spats between alliance components and the broader movement. In the light of these developments we wish to place our full confidence in our alliance national leadership and the leadership of the ANC in particular to handle the matter with the seriousness it deserves," provincial secretary Xolile Nqatha said. --- By MAYIBONGWE MAQHINA and SABELO SKITI
