1. I'm not sure what people think of this, but perhaps the "Popular" page should be made the front page? How many people browse the "Just posted" links? 2. http://del.icio.us/tag/ is a good page. When you're logged out, the front page has an explanation-graphic, which is the sort of thing I think should be more common (but it could be prettier).
