I'm not convinced about the requirement, and I'm going to ping my friend about it a little more when I have brain time. a tag suggestion engine would work for semantically related tags, and perhaps it could be sat to also suggestion categories. it would be more useful to have something suggest tags based on a user's profile/behavior because the idiosyncratic choices are often the most useful.
