How about this instead, which would be easier to implement:
Instead of prompting you to forward you could simply assign a category
called something like "Forward?". That way you don't have a dialog that
could get in the way and you can use a Custom View to show you all messages
with that category?
In that same rule you can add a criterion "Display dialog", which will alert
you that you've received messages you need to check. Altogether it would
look like:
Rule name: Forward this?
If
Any CC: Recipient Does not Contain [EMAIL PROTECTED]
Then
Set category "Forward?"
Display dialog "Check your Forward Custom View for messages
that may need forwarding."
