Would like to keep administration and setup to a minimum as we have a

That being said, most of the users with multiple exchange accounts

it might work using another method for the second account.

Because of email retention needs, mail must be retained on the server
and the server mailbox and the client cache need to be kept in sync, so
a connection method allowing for this would work. I'm just trying to
simplify setup and increase security a bit. So Turning off POP, etc. on
the server seemed a worthwhile goal as well, if its possible.

I didn't mean you needed POP on one account and Exchange on the other.
I meant that you could have Exchange through Kerberos (which I thought you were using since the users are bound to the AD) and Exchange through regular login/password authentication for the othr(s).
