'Network is down' -> 'ifconfig wlan1 up' first...

also make sure NetworkManager/wpa_supplicant are down, as they interfere with 
manual operation like these - you should do *either* iwconfig/iwlist *or* 
networkmanger/wpa_supplicant but not both.
