That's one way to see it, and it's half-accurate.
The whole thing, the economic system and the government which supports and
enforces it, is often called "Communism", I think mostly by the people who
suffer under it, and not by those who have the luxury to be properly academic
about it.
On the other hand, ignorant people, in other systems entirely, may not know the
distinction that Bill! has correctly brought out, such as that kid who shouted
at our President.
Through history, the Administrators of Zen monasteries seem to have accepted
whatever government and economic system they found themselves in, without much
criticism. Theirs is/was almost an alternative society, and system, within the
larger culture, except, of course, in places where and at times when
governments would not allow them to operate at all.
