I don't think establishing personal goals or the timing thereof needs to be
considered under the context of Buddhism.

For me, however, setting a start date for such things are helpful.  It
allows me time to get prepared for the new activity in many ways including
building up my resolve.  I usually set start dates with timings that
correspond with personal events in my life rather than a calendar date.  For
example I will be moving into a new house in a week or so and intend to
start a more vigorous exercise program among other things.
