I opened a ticket for this issue, as I couldn't find an existing one that addresses it. I really hope someone responds to this. The ticket is http://dev.zenoss.com/trac/ticket/1806. If this really isn't a bug, I'd appreciate some sort of explanation, as the suggestions I've seen haven't resolved this problem.
