I ran the command you said (lsof|awk '/webcache/') and it didn't return anything. Neither did the 8080 variant. I did a netstat - an | grep 8080 and it didn't return anything either so I don't think its running even though zenoss status says that it is (all daemons).
Could be a corrupt Zope cache. Try stopping zope "zopectl stop", deleting the cache file "rm $ZENHOME/var/zeo1-1.zec", then restarting zope "zopectl start".
