My goal is that the alert will be come up after the monitored device is down for 10 minutes, also the mail alert should be sent after 10 minutes device down.
Set the delay to 600 seconds on your alerting rule. The events will be created as they happen, but you'll only be alerted if they don't clear themselves up within 10 minutes.
