This is curious for sure. I'm not sure what's happening for you. There are some requirements to make this all work... for example, the commands you execute remotely have to exist on the remote machine (duh), but you say when you execute the zentestcommand, they execute locally... That shouldn't be possible and isn't the way zenoss is supposed to work. It makes me think, and it seems to imply the "device" you're trying to remotely look at somehow has the localhost address, which shouldn't be.
I know it's annoying, but could you present all of the info from the zProperties screen that you're trying to do this for? A garbled text copy and paste is fine for now, I should be able to decipher enough to ask more questions or ask for an image capture if I can't figure it out.
