The case I had was caused by a routing loop which caused the connection to go 
down for about a minute, then stay up for a minute, down for a minute and so 
on. 

So the same error and clear alerts where sent over and over again until the 
problem was fixed. So in this case the 60 second delay wouldn't really have 
helped.
