The case I had was caused by a routing loop which caused the connection to go down for about a minute, then stay up for a minute, down for a minute and so on.

So the same error and clear alerts where sent over and over again until the problem was fixed. So in this case the 60 second delay wouldn't really have helped.

The delay definitely would help in this circumstance. The delay is keyed on each event's unique id. So each time the event was re-raised the delay clock would start over. Maybe you'd need a 90 second delay or something like that, but it will work.
