At this point I'm not sure if Zenoss is monitoring the UDP IpService using SNMP or Portscan so I'm not sure where to troubleshoot this. All I know if when I model the device it says portscan plug-in not found even though I have it installed on the ZPlugins. Other than that, It is showing up status green on the IPservice list. I also noticed that I can add other UDP services on here such as DNS and it will also show up green even though the service does not exist on the server!
