Kind of lame, but as an act of desperation I deleted all the devices, deleted all my alerting rules, and did an rm -rf on all of the pertinent directories in /opt/zenoss/perf/Devices and started from scratch. For some reason the devices are now registered as down when they are unplugged from the network, though IP interfaces created on them do not appear to be actively monitored, since they still show up/up when they are clearly not - I have to assume that this because those interfaces are designed to be monitored via snmp, not ping, or something similar to that reasoning. Still working on this.
