Well I think I found the problem.  Even though my Windows firewall is disabled 
it must have been blocking WMI access, so googling it I found:

netsh firewall set service RemoteAdmin enable

Ran that in Windows CLI and I'm not getting that error from Zenoss anymore  .  
However, Zenoss isn't auto-detecting the Winservices that are on my machine.  
I've taken a few in the list that I know I have on the machine and set 
monitoring to True but they still aren't being detected.  Any ideas?
