Mr. Pulver is exactly correct. The magic option for rrdtool graph is 
--units-exponent=3
However, beware of the following from the RRDTool docs 
(http://oss.oetiker.ch/rrdtool/doc/rrdgraph.en.html):

> This option is very effective at confusing the heck out of the default 
> rrdtool autoscaler and grid painter. If rrdtool detects that it is not 
> successful in labeling the graph under the given circumstances, it will 
> switch to the more robust --alt-y-grid mode.

If you did't understand that don't worry about it.  Just know that if your 
graphs now look weird it is because of the option your added.

To make this happen in Zenoss:  Navigate to 
/Devices/Templates/ethernetCsmacd/Throughput (or wherever your graph is defined)

        Select the 
Custom Graph Definition tab and enter "--units-exponent=3" in the Custom field. 
 Click Save
        Select the 
Graph Commands tab and verify that your added option appears at the bottom of 
the command list.
        Enjoy your graphs!
