Please read the admin guide on loading MIBs. It has the solution to your problem.

The one thing the admin guide doesn't provide is the why, which I will include here. :) In order to load properly the MIB objects have to be resolved. Zenoss doesn't store the complete MIB internally only the resolved OIDs and the name they are mapped to.
