I've been given the task to develop an outage report for our MPLS circuits.  I 
have been reading through various threads/posts about creating a custom report. 
Since, my experience with python is nearly non-existent, I'm plugging along and 
reading up all that I can on the subject.  Though I haven't been able to 
determine if what I need to develop is able to be even created. .  So, 
hopefully by asking a few questions I can determine if what I need to create is 
possible.

Here's the jist of the report that I'm needing to develop:

In looking at the event logs (history in particular) the 3 fields that I need 
to include are: firstTime, lastTime, ipAddress, summary.  Additionally I need 
to filter out results that have less than a count of 15 in the report.  Also, I 
only need to include the results in which the circuit was down, since that 
includes the beginning and ending of the circuit outage. In which I would use 
the summary to find entries that have the summary of "is down".

In researching the basics, I have determined that the 4 Tales variables are 
${summary}, ${firstTime}, ${lastTime}, ${summary}.  Also, I have been 
investigating some the reports that were develop and included in zenoss.

I have looked at the event history under /Events/Status/Ping/, this is pretty 
close to what I'm looking for.  But need to apply some additional filtering to 
clean it up, as far as I can tell there isn't an option to apply that to the 
report.  Maybe, I'm missing something here?
