On the commercial stuff, you might be well served contacting zenoss 
sales staff directly. I know they do offer generic WMI queries via an 
Enterprise zenpack. Remember that this is a community list, so you'll 
get lots of Core users (like myself), some Enterprise users, and some 
dev's, but not really commercial sales staff (I don't think).

For WebInject, if it outputs in Nagios format like:
Site OK|loadtime=5 size=1024 foo=0

Then you can plug it into Zenoss via a command datasource. Pretty much 
any Nagios plugin can be used this way. I believe you can also use Cacti 
plugins, but I'm not sure how with that.

As to why you should use Zenoss via Groundwork... use whatever fits your 
budget and needs. The main reason I went with Zenoss Core was that 
Zenoss uses OS plugins that are already there much of the time (SNMP + 
WMI + SSH) as opposed to needing a custom agent installed. If the agent 
isn't an issue, that might well be a good way to go for you.
