Those references you have pointed to show how to setup multiple collector machines. What I think they are implying is that some people would like to, including me, setup a second collector configuration to run on the same machine so you can have different settings on a group of machines. The other implication I have seen around is that if you do setup a second collector config on the same machine it uses another cpu. At the moment only one CPU is utilised.
