No, changes like you describe are normally done via Zenpacks (if you want them to be portable), and you'd reinstall the zenpacks.
The backup and restore are generally for the events database and the devices...(and maybe rrd files?)... If you didn't make your changes via Zenpacks, I don't think there is a way to easily copy them over...
