If we're going with ZMQ_RECOVERY_IVL it makes sense to have
ZMQ_RECONNECT_IVL and ZMQ_RECONNECT_IVL_MAX I think, or ZMQ_RECOVERY +
ZMQ_RECONNECT + ZMQ_RECONNECT_MAX.
