I think we can fairly assume that all OECD countries fall into this category. Many 
third world countries have at least currency restrictions,
which would not be, strictly speaking, being allowed to leave the country with all 
their possessions. I found this out the hard way the first
time I visited Egypt. I had about $50 worth of Egyptian currency left and tried to buy 
another currency with it only to be told that only
amounts in excess of US$500 worth of Egyptian pounds could be converted for export 
(and there's no way I'd spent that much), so I figured, what
the heck, and bought a beautiful brass and copper dish with a picture of Nefertiti on 
it in the airport gift shop.
