Citizens of the USA who attempt to leave the country will large amounts 
of cash can have that cash confiscated under the tax evasion laws.  The 
presumption is that they owe income taxes and they are trying to cheat 
the government is sufficent evidence to confiscate their cash.  I don't 
know how often this is done, but it is the law.
