Maybe this helps. Justin, my colleague, uses http://crowdin.com to manage 
localization of our service.

Crowdin has associations with professional translation services. In 
practice this is very very handy, and it doesn't cost a lot of money. You 
can already get localized strings for 5 cent per word.

The localized strings are good in quality. When translators don't exactly 
now what a particular english string means they will be able to get in 
contact with you.
