Sure, everything at Musica Viva is made that way.
Well actually neither Finale nor BarFly are able to output GIF, but the
PICT/TIFF to GIF convertion doesn't make any difference whatsoever.

GIF isn't exactly the perfect format for sheet music, but it's fast
loading, takes very little server space, and above all easier to use
than any other format. All you need is a computer, a browser (*any*
browser that can display graphics) and a printer.

It seems most of the people looking for sheet music on Internet simply
wants something readable to play from. High quality isn't important at
all. After all it isn't as if a computer printout will ever become a
collector's item.
