I don't think it's exactly the same. Before, if you released an update, it would show up in 'Just In' (which is sorted by update/release time). So even apps with 0 ratings would show up at the top of 'Just In'. AFAIK, 'Top Free/Paid' is a list of the apps released (not sure if updates) count in the last 30 days, sorted by rank.
