I don't think the div elements around the chapters are unnecessary...in fact, it makes a lot of sense in this 'Web 2.0' (groan) world to add them. Chapters are structural elements in your document, and IMHO should be marked up as such. Just because you don't need the display to change by putting in div elements, you do have a structure in your document, and the divs work to reflect that structure.

Also, if I want to use something like, say, simpleXML to snag a particular chapter from your page, it's going to be impossible unless you've imposed some structure on your document.
