Hi Edmund, No, the OASIS ODF technical committee (which standardised ODF - it's not TDF) has now frozen the functional content of ODF 1.3. You would be welcome to join OASIS and contribute to the ODF 1.4 specification though, work will commence on that once ODF 1.3 completes the process.
