That does not even need ODF 1.3, the needed elements are already contained in ODF v1.2. You "only" need a developer to implement such feature.
In general, the way to get a new feature into the standard is, to first implement it an application in a way, that extends the existing version of the standard, and then write a proposal to OASIS.
