Bit of hijack, as I'm not sure where to post this anyway.. but related
to this in the sense of talking about ODF 1.4. I would really love to
see a speedup on the ODS front:

rather attractive to use XLS/XLSX, because it's substantial faster to
open/parse.

That does not even need ODF 1.3, the needed elements are already
contained in ODF v1.2. You "only" need a developer to implement such
feature.
In general, the way to get a new feature into the standard is, to
first implement it an application in a way, that extends the existing
version of the standard, and then write a proposal to OASIS. Such
proposal can be made via mailing list. For details see
