On the contrary, if you put Reactor into production mode and turn of debugging you will see an enormous performance difference.  I use MachII/Reactor quite a bit and the combination of those being in development mode and debugging turned on (even if it isn't being displayed!) can cause the kind of load times you are talking about.

Even if you do, I wouldn't suspect it should take 4-10 seconds.
