He is referring to when you are editing an existing record so want to prepopulate the drop downs.

I have not used this tag in a LONG time but I seem to recall there being a version out there where you just pass in an attribute and it will do this for you.  I personally just started using other methods to get related select boxes, found the tag to be a little limiting for some of my needs.

BTW this really has nothing to do with CFCs, you probably would have better luck asking on CF-TALK if you have not already.
