I think Fusebox 3 and greater is the best for procedural folks. I tend to
prefer CFC based MVC frameworks lately, similar to the one Steve Nelson
recently talked about though a bit simplier.

Fusebox 3 - very good (imnerho) "learner" framework. Dates from before
cfcomponent, so usable without any OO stuff at all. Good introduction to
working in a "frameworky" way. Should still be downloadable somewhere
out there on the big bad internets.
