CPAN-Reporter, CPAN-YACSmoke and CPANPLUS-YACSmoke all include the perl
-V info, so it has to be something else that's suppressing them. Unless
there is a configuration that is suppressing them.

Unfortunately, not yet, but that's what we working towards for CPAN
Testers 2.0 :)

At the moment the parsing tools use the NNTP server as the definitive
repository for the reports, and until the new database is in place I
can't parse reports directly into the system, bypassing the NNTP
server.

Regards the reports you included, the last one does included the perl -V
info. Was there anything different between the test runs?
