the issue is that libselinux1 is presently on "override" by
ftp.debian.org to "optional" from its priority of "required".

it's really crucial that libselinux1 be given a priority of
"required".

a number of Debian / SELinux upstream patches are being held back
because developers and maintainers refuse to violate Debian Policy
2.5 (or something) regarding making "required" packages Depend
on "optional" packages.

therefore, those packages (pam, coreutils) are also holding
back _other_ packages and the whole thing is a complete mess
because it's all critically dependent on getting libselinux1 to
"required" status.
