Half a dozen libraries.

Some have different sonames, some have the same soname.

soname changes are frequent (the next libav soname change is already in 
experimental).

Having both libraries in the archive at the same time would be a 
horrible mess to sort out.

And here we have a maintainer requiring to have all that mess of having 
both in testing at the same time sorted out - just for allowing him to
"sensibly compare them" and then pick the one he prefers.
