i see the site-dev@ list mostly for setting policy at this time, less so for development given the diverse nature of tools on that list (forrest, maven, anakia, htmlmake and who knows what else).
i would be very happy to go back to site-dev@ once we have a working prototype that makes progress towards the policy questions raised there.
Would it be better just to see this as an experiment, and not (yet) really move the docs there till we have a vote with a working system and a plan?
