According to my experience, if I'm provisioned OMA settings content, I may only "accept" so phone saves them, but they never become as "primary". This is at least behaviour of Nokia phones. I think this is important since most of the users are not "kind enough" to go to MMS settings and choose the ones just received via OTA. Hence, they will never send or receive MMS.
