I would say it's not possible.

Hi list,

I'd like to find out if it is possible in WAP OTA and/or WAP OMA OTA
settings to define some property in order to make them as "primary" or
"default" in the phone. I looked through the "Provisioning Content
Type Specification" from OMA, but didn't find anything related.

According to my experience, if I'm provisioned OMA settings content, I
may only "accept" so phone saves them, but they never become as
"primary". This is at least behaviour of Nokia phones.

I think this is important since most of the users are not "kind
enough" to go to MMS settings and choose the ones just received via
OTA. Hence, they will never send or receive MMS.
