yep, operators do sell pre-configured devices. But the profiles are not "burned-in" and can be changed in any case by the user, if he likes to.
Anyway, the problem we're discussing seems to have more general affect, for example, mostly, users also have to receive settings for their phone's media player to watch some video stream, but they still have to mark them as active. I was actually started to think about some reversed solution, where the address (in most cases this is URL) would define (in GGSN or somewhere else) how to reach that address. This is in fact not possible for sending MMS, since some "home url" must be defined in the phone itself. I'm also thinking why guys from standards organizations like ETSI didn't define some EF in SIM for MMS settings. IMHO this kind of solution would have worked perfectly as it works for SMS parameters defined in EF_SMSP under DF_TELECOM.
correct, the SIM should actually "carry" the operator WAP and MMS profiles with them, since they are logically bound to the network the SIM is for. Agree'ing here fully.
Actually it's again a case of "cost" vs. benefit. Changing specs for the SIM layout and the way the data is stored there would have a hugh impact. I guess no one wanted to have this dramatical change in SIM production etc.
