The sprinters. The organisers provide the facilities, the sprinters
organise themselves.

True for 2007, but 2008 was a bit better, thanks largely to Jacob Kaplan-Moss.

I don't think that time off is much to do with it, there is a
different audience for EuroPython and sprints have not infiltrated the
python-uk culture (yet).
